Our Chairman of the Board brings a unique blend of several academic, commercial and experiential characteristics to the task of directing FINSAC in its admittedly challenging and difficult task. He is an Attorney-at-law, negotiator, Diplomat, expert in the regulation of civil aviation and has, among other achievements, contributed immensely to securing for Jamaica, the Headquarters of the International Seabed Authority. His substantive position is that of Jamaicas Solicitor General and as such, Dr. Rattray is one of the Principal Legal Advisors to the Government of Jamaica. In addition, he is a Privy Councillor and a member of the United Nations Committee on Economic, Social and Cultural Rights since 1986. Dr. Rattray obtained his Bachelor of Laws in 1956, and Doctor of Philosophy in 1966, from London University. His legal service encompasses several positions including Crown Counsel and Assistant Attorney General. While being an advocate before the Jamaica Supreme Court, Court of Appeal and the Judicial Committee of the Privy Council (U.K.), Dr. Rattray also negotiated a wide array of Commercial Agreements including Debt Rescheduling, Aircraft Financing, International Loans, Natural Resource exploration, Privatization and Public Sector Reform. He also served as a Member of the Panel of Arbitrators of the International Centre for the Settlement of Investment Disputes. For his invaluable public service to Jamaica, Dr. Rattray was conferred with Commander of the Order of Distinction, C.D. in 1973 and the Order of Jamaica, O.J. in 1983.
